	    Welcome to the first issue of Outbreak for 2003.
            Now this issue started off kind of rough. It must
            of had something to do with everyone going out and
            partying hard during the holiday season.  But we
            pulled through and released issue #13. Now if you
            don't like how this issue turned out.. whose fault
            is that? 

            This magazine strives on readers submissions. And
            if no one submits anything, the magazine wont survive.
            Now that means, if you want to see Outbreak continue,
            you need to start submitting articles. If we keep 
            getting articles, we'll keep on releasing issues.
            It's that simple.  

	    Here are some things to think about when you go about
   	    writing a text for future issues of Outbreak.

	    I don't give a shit about your views on religion
  	    anymore. There has been countless texts in past
	    issues about religion. It doesn't need to be re 
            written over and over.  Funny stories? Ok.. yeah
            those are nice.. for little fillers in between
            tech articles.  But I don't need 30 funny stories.
            30 tech articles would be better. That goes for 
            funny logs too. Politics.. same as funny stories.
            Your view on politics is important. Your voice 
            should be heard to get a message across. Even if
            others don't agree with you. BUT, if you have the
            same message as someone else did in issue #3. I 
            don't want that text.  It's been done.  Now, If 
            you wan't to write up a rebuttle, and discuss the
            other side of someones political text.. please do 
            so, that would be great.  Get both sides points 
            across.  But overall, this text was meant to be
            a tech e-zine.  So please, if anything.. write a 
            tech type article. Then if you want, write up 
	    something funny, or political.  

            If you want Outbreak to continue.. please submit 
            texts. If you keep submitting, We'll keep releasing
            issues.

     windows users: (win98 or higher) you can open these files in notepad,
     and set your font to terminal, size 9. if you prefer console or
     MS-DOS, then just open it in MS-DOS editor, making sure if you're
     using windows that you hit ctrl+enter to make it full screen.

     linux users: view in console using an editor such as joe, or use
     less -R <filename>. x windows users can view by using a font such as
     nexus, or the terminal.pcf font that fwaggle created but lost.
